Scientific and Publishing Activities

Currently, the Department of Economic Cybernetics is carrying out extensive research work in the following main areas:

• Development of new technological means for support and decision-making.
• Development of new methods for managing a portfolio of securities.
• Construction and use of macroeconomic models of the Ukrainian economy.
• Development of new methods for forecasting macroeconomic indicators.
• Construction of theoretical and numerical methods for optimal placement during socio-economic sample surveys.
• Development of a methodology for determining Ukraine’s level of external economic security.
• Development of a methodology for forecasting the crisis state of enterprises and forming generalized assessments of sectoral condition.

The directions of the Department’s scientific research concern various aspects of the functioning of economic systems: macroeconomic modeling of the open economy, dynamic intersectoral models, ecological and economic modeling, economic and mathematical modeling of financial markets, modeling with neural network methods, econometric modeling, DSGE modeling, external stability of the economy, problems and prospects of economic growth of countries, ensuring the economic security of the state, external debt and research of its impact on the national economy, research of scientific and technical activity, sampling techniques, electronic commerce, modeling of national economy indicators, investment, portfolio theory, modeling of banking risks, credit risk management, econometric methods and models, forecasting of socio-economic processes, geoeconomic analysis, budget modeling, analysis of monetary policy, modeling of goal-oriented organizational and economic systems, optimization of logistical systems, optimization of project management, game theory, environmental security, actuarial mathematics, data mining.

Since the Department’s inception, lecturers have published more than 150 monographs and textbooks on the main subjects in the field of «Economic Cybernetics», and more than 530 articles.

The Department has a positive experience of scientific work with students, which is aimed at engaging them in active scientific activity, scientific search, and promoting participation in Olympiads and competitions:

• Postgraduate students and students of the Department have repeatedly received awards in the National Academy of Sciences of Ukraine competition for young scientists and students for the best scientific works in the All-Ukrainian competition «Economic Reforms in Ukraine: the Position of Youth».
• They have also won awards in the inter-university competition «Student of Kyiv» in the nomination «Social Sciences».
• Students from the Department have repeatedly won prizes at the All-Ukrainian Olympiads in Economic Cybernetics, competing against students from other universities in Ukraine.
• Their works and the works of other students are published in leading economic bulletins such as «Banking», «Theoretical and Applied Issues of Economics», «Bulletin of Kyiv University. Economics», etc.

The scientific results obtained by the Department’s specialists are applied in the implementation of contractual topics, providing an opportunity to enhance the justification of management decisions regarding Ukraine’s economic development.

• Between 1999 and 2002, the Department completed two contractual topics: one related to forecasting Ukraine’s balance of payments (in collaboration with the National Bank of Ukraine) and the other to analyzing the profits and losses of Ukrainian enterprises (in partnership with the Ministry of Economy and European Integration of Ukraine).
• The software and technical complexes developed during the implementation of the topic for forecasting the necessary macroeconomic indicators have been implemented in the practice of the relevant institutions.

The results obtained and the continuation of scientific research in the field of economic cybernetics will enable the substantiation of economic decisions in management activities related to Ukraine’s economic development to be raised to a higher level.

• 16КФ040-03 «Migration and Macroeconomic Development in Eastern Partnership Countries (Including Ukraine): Necessary Reforms» (Head – Prof. O.I. Cherniak).

In 2011, the cycle of scientific works «Constructive Theory of Modeling, Analysis, and Optimization of Systems with Incomplete Data and its Application» was awarded the State Prize of Ukraine in the field of science and technology (Authors: Garashchenko F.H., Zakusylo O.K., Zaichenko Yu.P., Kachynskyi A.B., Kyrychenko M.F., Koba O.V., Nakonechnyi O.H., Stoian V.A., Khimich O.M., Cherniak O.I.) . Decree of the President of Ukraine No. 239/2012 of May 18, 2012.

Associate Professor of the Department of Economic Cybernetics, H.O. Kharlamova, was awarded the Prize of the National Academy of Sciences of Ukraine for young scientists for the cycle of works «Assessment of Ukraine’s Investment Potential» (Resolution of the Presidium of the National Academy of Sciences of Ukraine of February 15, 2012). In 2018, Assoc. Prof. H.O. Kharlamova received the Certificate of Merit from the Ministry of Education and Science of Ukraine and the 1st degree Medal «People’s Choice Medal to Ukrainian Scientists from 1918 to 2018» for scientific achievements (International Academy of Rating Technologies and Sociology «Golden Fortune» (solemn meeting of MARTIS, NASU)).

As part of a research group of five leading universities in Ukraine, Assoc. Prof. H.O. Kharlamova became a key co-author of the publication «Ukraine 2030: Doctrine of Balanced Development», which had two editions with a total circulation of two thousand copies during 2017 alone and became one of the five most popular Ukrainian publications. She also became the translator and scientific editor of the English version of this book.

Prof. H.O. Kharlamova is an expert of the National Research Foundation of Ukraine (NRFU) for conducting scientific and scientific-technical examination of projects (2020). She is a participant in:

• The working group responsible for projects related to the Strategy of Economic Security of Ukraine and the Strategy of National Security of Ukraine, including the development of the Action Plan for their implementation, was established by the Ministry of Economic Development, Trade, and Agriculture of Ukraine (2020-2021).
• The functional working group No. 2 «Strategic and Analytical» for the implementation of the Strategy of Economic Development of Donetsk and Luhansk Oblasts until 2030 (2020-2021).

• The project under the grant of the National Research Foundation of Ukraine, entitled “Financial Stabilization of Classical Universities in the Conditions of Global Consequences of the COVID-19 Pandemic” (2020-2021).

All lecturers of the Department actively promote their scientific achievements at conferences and seminars of various levels.

The Department of Economic Cybernetics organizes and conducts many international and All-Ukrainian conferences.

• Since 2009, the Department of Economic Cybernetics has been holding the annual International Scientific and Practical Conference «Forecasting Socio-Economic Processes» (PSEP).
• The Department of Economic Cybernetics organized and held the International Scientific and Practical Conference «The Global Challenges for Economic Theory and Practice in CEE Countries» (Kyiv, Taras Shevchenko Kyiv National University, October 11-12, 2012).
• And the International Scientific and Practical Conference «The Global Challenges for Environmental and Resource Economics in Central and Eastern European Countries: Safety, Security, and Sustainability» (Kyiv, Taras Shevchenko Kyiv National University, October 9-11, 2014).

To ensure students’ independent work, educational and methodological complexes (EMC) have been developed for the disciplines taught by the Department.
